Garbage juice.
Used in a sentence: "Added to the list of things I learned now that I live in Florida -- all about the very controversial 'garbage juice', or leachate, as it is technically called."
It's kind of exactly what it sounds like -- although think big, as in a landfill sized garbage dump, and the fact that water percolates through waste (you know, like a giant coffee machine) and then drains out ... wherever.
Locally, one of the county landfills wants to deal with the issue of garbage juice in house -- but the fear is that if they have a garbage juice drinker of some kind, then *other* places are going to ship *their* garbage juice to us locally for disposal. So now it's a classic NIMBY situation (not in my back yard), and NO one wants to drink the garbage juice. (And also now I want to yell, "drink your garbage juice, Shelby"!)
